第二次世界大战期间，各国间谍云集香港，广泛收集战争情报，而私家侦探林子祥则受到天字第一号间谍林青霞的委托，去单独联络美国情报员，而转交一份从德国偷出来的武器蓝图，但纳粹分子亦追踪前来破坏，企图夺回图纸，双方斗智斗勇纠缠不清，却不想蓝图落入了汉奸警察局长秦沛之手。在探长泰迪罗宾帮助下，他们展开了一场多角的蓝图争夺战，各自设置圈套机关引对手上当。。The film opens with a narrated disclaimer over footage of an opening coffin.
